The Arctic Council and Circumpolar Nations

The Arctic Council was established on 19 September 1996 through the Ottawa Declaration, signed by the eight states with territory inside or bordering the Arctic Circle: Canada, Denmark (representing Greenland and the Faroe Islands), Finland, Iceland, Norway, Russia, Sweden, and the United States. It functions as a high-level intergovernmental forum promoting cooperation on environmental protection and sustainable development, operating strictly by consensus among its member states and holding no authority to issue binding regulations on its own; a footnote to the Ottawa Declaration explicitly excludes matters of military security from the Council's mandate, keeping it a forum for science, environment, and development rather than a defense or territorial-dispute body.
