The Five-Year Plans and Forced Industrialization

The First Five-Year Plan was launched in 1928, with its official start date retroactively set to October 1928, aiming to transform the USSR from an agrarian economy into an industrial power in the shortest possible time. Heavy industry, meaning steel, coal, and energy, was given absolute priority over consumer goods, and unrealistic production targets were set alongside constant pressure to exceed them, under the slogan "the plan in four years." Enormous industrial complexes were built, including Magnitogorsk, the Dnieper Dam (Dniprostroi), and Kuznetsk, and industry was deliberately relocated toward the Urals and Siberia as a strategy of territorial security. Forced Gulag labor was used on infrastructure and mining projects, while peasants displaced by collectivization were mobilized into the new urban industrial workforce, and foreign engineers and technicians were hired to accelerate modernization.
