Consolidation: the Matteotti Crisis, the Fascistissime Laws, and the Enabling Act

On May 30, 1924, Giacomo Matteotti denounced fascist electoral fraud before Parliament; on June 10 he was kidnapped and murdered by men linked to the fascist "Ceka," and the discovery of his body weeks later triggered a political crisis and public outrage. The parliamentary opposition withdrew from the chamber in protest, in what became known as the "Secession of the Aventine," but the gesture failed to move the king to intervene. On January 3, 1925, at his moment of greatest political weakness, Mussolini addressed Parliament and assumed the "moral, political, and historical responsibility" for the crime, a speech widely regarded as the formal starting point of open fascist dictatorship.
